No, there is a backlog of 3 million cases awaiting decision. Those would be asylum seekers awaiting their cases to be decided. Until the case is decided they are technically here legally.
Once the case is decided they are either deported or would be granted asylum. So I don't see why you wouldn't want more judges to get through the backlog quicker.

So basically no one is an illegal immigrant unless they don't apply for asylum within 1 year of entering the US or if they don't follow the guidelines after application.

It did not get rejected for that. They had tried to pass a funding bill, but the Republicans said they wouldn't pass it unless their was a border bill attached. So they put the most conservative member on with 2 dems and they came up with the strictest border bill that would ever have a chance of passing, giving the repubs nearly everything they wanted, and they tanked it anyway. They passed the international aid funding separately, so it definitely wasn't that. Please read the border bill. There is a copy of the full bill on Sinema's page, along with a footnotes version that sums up each section. It's a pretty huge overhaul of the immigration and border process.

Another reason the bill wasn't passed, Biden said in his speech that his predecessor was telling people in GOP Congress to stop the bill. If it wasn't for the predecessor, the bill would be in effect already.
