Oil Caps unlock in chapter nine when you complete a stage. Doesn't have to be safe threat level, just have to clear it 2-4 times. When auto mode unlocks, so does oil cap.

The first tip should be always shutting down your volume or use whatever headphones-earphones and lower your brightness before starting the game so nobody around knows you're a grownup playing a waifu game... now that's out of the way, you can freely enjoy your bigbobaskin secretary.
