1. No idea except a lack of budget tbh 2 and 3: it is heavily rumored that BMW is looking at having its best drivers do both Wec and Imsa next year, similar to what Caddy will do with Bamber. D. Vanthoor and S. Van Der Linde are the expected names. Krohn and De Philippi could move to PMR, but there’s also plenty of good youngsters in the roster like Verhagen, Hesse and Harper
I don’t think I’ve seen anyone say this, but I think it might be reasonable for Andretti or WTR to run a Genesis. Andretti already has a super close relationship with BHA, which has been super successful in the TCR class of the Michelin Pilot Challenge with Hyundais, so there’s already some relationship between them.
I really don't see Lambo getting the funding to run two cars and even going beyond the Endurance Cup which was the original intention. There is a LOT going on with VW Corporate, including numerous strikes hitting their plants in Germany today. The situation is very messy and with the union having multiple seats on the Supervisory Board and the government owning 11% of the company's equity and a 20% voting power more money pouring into racing is not going to fly if management gets anywhere NEAR what they are seeking which is plant closures and layoffs. Corporate was already facing higher than expected costs in 2024 than planned for its WEC efforts for Porsche and Lambo due to additional shipping costs for air freight and now more costs in the millions will be incurred from the additional LED displays that will go on all cars in WEC in 2025.
I predict PREMA split with Iron Lynx Lambo and they run the SC63(s) Pfaff will switch to Lambo for a full pro season United take the McLaren that Pfaff ran

Given their cost-consciousness, it seems like having the WEC car serve as a potential back-up (for any damage-related needs) makes the most sense.
