I think Brasilia is one of the most expensives, side by side with São Paulo. As denver has a lot of moutains sorrouding maybe in Belo Horizonte (Minas Gerais) you could find a very well developed city with parks and moutains.

Curitiba is most like a progressive, environmentally aware, northwest American city.
