That's just how it is in certain departments, here in Dallas, Texas some of the Fire Trucks don't have the Q2B but for the most part they all do have them, I guess it's just this truck as I'm sure that LAFD had the Q on a lot of their trucks.

Regulations, or something probably force the fighters to take a ladder, but what kind of ... made those regs and thought "yes, that's the way how to do that, send a huge ladder to cut the electric wires and clean up the road from liquids".
Umm there are smaller ladder trucks in service around the world but they don't have the space for equipment like all the ladders that this truck can carry. also, sometimes a light force is the closest resource available for a call so they are also dispatched for any other type of incident marvu00
Lissa Deushane In EU you won't see this many ladders. Hydraulics, scissors, rescue bag, 6 firefighters, 1 thousand galloons of water, all of it can be on smaller trucks, as we have in EU. Only one this truck can "do" the "normal" accident and there is no need to send long ladder, which is slower on tight city streets.

Also the truck carries all the hydraulic equipment such as the jaws of life that simply can't fit in the engines.
