You are correct it isn't (the playing surface is below the bag). Playing from behind the bag would be the "normal" thing to do in case the owner of the bag was not nearby so he could ask for the bag to be moved (He's not allowed to move it himself unless he can convince the TD that clearing the fairway of obstructing bags is "restoring course equipment"). It might be technically possible to call someone on a marking/stance violation for this but good luck getting anyone to second it or getting the TD to support it... The way he played it was just super fun and classy and is actually a disadvantage to himself.
