Lt., also heard this when repeated and was aware. City will settle out of Court. Most likely for maybe $50,000 up to $100,000. None of that money will come from their budget, instead, the citizens get to pay for their law enforcement committing crimes. And yes, violating someone's Constitution/Civil Rights IS a crime.
If you have the $200,000 or 300,00 dollars you can legally register and drive a luxury powered armoured car with run flat tyres and bullet proof glass. You’ll have to get use to the car doors heavy bullet proof windows not being able to wind down though, so NO drive through window junk foods.
