But i think for overtaking in RV condition rule 13 definition doesn't hold good because as per rule 13 those sectors are given with regard to visible sectors of light and in RV we use radars hence abeam should be the taken as overtaking and even if we consider "spirit of rule 13" then as per rule 13c "if there is any doubt she shall assume that this is the case and act accordingly" hence in RV we shouldn't define overtaking or else it will create confusion. Court judgements should not be used to understand the law because courts judgements are based on the quality of arguments present in front of it at that moment!

Maybe for you the RV is 3 miles , what if i say acc. to me RV is 10 miles . because according to that only we will be taking action and everything . as we will also have to fill the bridge checklist for RV in case we are in RV .... What actions can be taken other than reduce speed? aleration to port should be avoided as per 19di and alteration to stbd should be avoided as per 19 dii. Instead of stbd to port if the vessel is crossing from port to stbd, what can be the possible action?

Vsl j you will alter to port,parrel course and then once it overtakes bring back to original course. As it will be shorter and efective action

IRPCS is for one to one situations and not one to many. In such cases you should take action for the ship with lower tcpa.

This is what the rule tell you to do. Also you have to be at safe speed and what will be the safe speed with radars not operational.

Does it meet other criteria of overtaking? If yes then it is.
