And that until he went to U.A he never was a big fighter, and he's still a kid who's learning. No wonder that the first way of fighting he'll think of is the one All Might does. Plus it's not like he never realised he has legs. He just did. He went from "I want to be like All Might, do everthing like All Might" to "I can have my own style actually !" It's also a way to say that sometimes just basic changes can make a whole difference in the result. When other anime protagonists like Goku, Ichigo and Naruto need to get stronger, they'll typically just train for a while and then either their arbitrary power level numbers will go up or they'll learn a new technique that they just need to rely on, sometimes both. Here we see Deku actually reconfiguring his entire fighting style and experimenting with new ways to utilise his power that also help to compensate for a recent consistant weakness that would otherwise hold him back. It's an interesting take on the growth of a fighter that we don't normally see.
Deku had been trying to be all might, not to be like all might. So changing up his fighting style to be more for him instead of All Might works out better. While he is strong with his arms, His legs are a better choice, legs are stronger generally than arms and kicking is stronger than punching.
