If not the bell ringer themselves then the motor pulls the bell - right before the clapper hits it - into the opposite direction. This causes the clapper to strike the bell twice as often. That's very joyous imho.
they PULL hard to make the clapper bounce, once the bell swings back, the swinging slows it down and assists the bouncing the clapper back and hits it reversed
The bell is not broken. The clapper on lebanese bells hits the bell twice on each side. However, in Maronite Catholic Church in Melbourne (Australia), there is a lebanese bell with typical lebanese clapper, but it hits the bell one time on each side.

All the churches in Lebanon have this same bell sound. I guess it’s a thing there.
It's our tradition. It's not unbalanced.
How does it work?
With electric Motor and Drive Wheel these are Automatic church bells
It rings twice on each side making the clapper ring 4 times each time. It needs force. Maybe this one is automatic but most arent
