Oh yeah, the handle is typically located on the upper back of the vest, making it easy to grab and pull the wearer without causing additional harm. But for her, the placement is kind of strange…
I think the main reason is her partner Qingyi is shorter than her, so it's located pretty low so she doesnt have trouble reaching for it.
Another reason is that well....due to her assets being so huge it'd inevitably end up as the highest point of her body if she lays down so....there needs to be smth else to grab.
I think you mistake about the handle bar, if you watch zhu yuan character demo you can see she using that handle bar to upgrade her pistol to the grenade luncher in her ultimate

I read that it was a handle for a zip line for traveling between buildings, and I feel like that’s a better explanation.
I was about to say that too. It's always at the base of the neck to help support the person's head. It's the same in all the plate carriers and turnout gear coats I've worn.

If you've ever been dragged by a handle on your armor, then you know that the armor rides up and will begin choking you out. So a common way SF sets up their recovery handle is to run a long strap called a DARC (pronounced Dar-see) strap that connects to the person's belt. With a DARC strap, the force of the drag is transferred to the hips rather than your neck/shoulders
But DARC straps still have the handle at the base of the neck, not at the hips.
