Right now, Pan is ahead in every metric of speed: fastest world records and the number of times he has swum below 47 seconds. Off the top of my head, I don't know how the two compare in medals across World Championships and Olympics, but unlike Popovici, Pan has not seriously competed in distances more than 100 (barring aside short course competitions but short-course isn't on the same level as long course). Maybe in that regard, Popovici could be more "talented" as Pan might defer to Pop that he does compete in both the 100 and 200 at the top. But his modesty adds to his charm. Arrogance and confidence are generally a turn-off to many, but when they can back it up, just have to give them their due (as with Muhammed Ali, who might be the quintessential boaster whose charm added to his legacy and popularity globally).
