Quick question I’m looking at past tax sales from 2019-2024. I see the starting bid amount and winning bid amount. Since I live in Georgia would the 20% penalty be based off the due amount or the winning bid after the property owner redeems the deed?

No actually I just watched the video again. She said it is based on whatever you bid (aka.the winning bid) plus 20%.
You earn 20% off the total amount, which is the winning bid $$$
