I have to wonder from whose perspective this is. It comes across to me as if it was a different entity giving this prophecy.
It sounds like the words of fallen angels, and if.it is, then these words would be from a time when the Earth was all water.
The elder could very well be Lucy.
This prophecy may be referring to The Beast.

This song is a part of the trilogy Something Wicked, along with Birth of the Wicked and Coming Curse.
The trilogy of Something Wicked, along with Overture of the Wicked, Framing Armageddon, I Walk Among You, and The Crucible of Man are all part of the same story.

I have a theory about Lucy wanting to have legal dominion of the Earth, but cannot so long as a human exists. So Lucy seeks to end human existence.
Gets pretty detailed and graphic, but this prophecy seems to corralate with my theory.
