I don't think it's a matter of having the racket over the net. The racket is allowed to travel over the net *after* hitting the shuttle. However, you cannot prevent your opponent from making his swing, and you cannot interrupt his swing. In this case, the Asian guy argued that when he made his swing, his racket touched the Indian guy's racket, meaning the opponent interfered with his swing. If the rackets collide, the person on the other side is at fault. Overall, yes, it seems like the Umpire was wrong either way.
