I think. It's because we take 35.5 as average mass of Chlorine but Cl actually mass is 35 or 37. So ratio by mass of HCl is 1 : 35 or 1 : 37 but on average mass we take it as 1 : 35.5 I don't is this statement is correct or not. It's my thought on this.
