The paint circles are probably previous repair and the rust is coming back through which is why they are around the rust areas and why the rust is coming through from the inside.
It looks like something that would be quite interesting to drive in the states, but wheelbase looks so short I bet it would be a bit scary to drive around a bend at even reasonably speeds. On the other hand it could make for a pretty cool bug out vehicle or poor mans unimog.

@@tonyinfinity yes, diesels shake a little bit at idle. But when you step on the gas the shaking goes away
