Ilia hasn't used half of his potential what he can and it is better for his opponents not to use it, because if you remember, Ilia has a jiu-jitsu background and is considered a strong grappler, but he doesn't even need to use it. Many still don't understand how much big difference there is between Topuria's level and the rest of the fighters.
