the student giving the speech indeed didnt know what exactly what he was saying, he knew the meaning of the real speech... he is a foreign student from uganda with indian ancestors.
the main character who changed two words in the speech wanted to show that the foreign student, even being a top student, is not a good learning partner to his friend, because he just learned by rote but didnt understand the content really

They toned it down in the translation writing "screw". The term he was using "balaatkaar" literally means rape. Amir khan's character in the movie altered the words in his speach to similar rhyming words that mean completely different.

It has a similar meaning and is much less cringe as rape cannot be used as a joke in other countires which was taken so lightly in india!

Of course he knew damit. Because its a movie. But the thing was as it shown in movie the character didnt knew the meaning of it... And he was looking that much happier while saying it because the Dean selected him to give speach and he was feeling proud while doing it and also trying to show that he knows hindi better now.
"Chatur",the guy who was delivering the speech is very good in memorising things. Aamir khan's character wanted his friend Raju not to memorise the study rather to understand it,so he had altered some of the words of his speech paper with their rhyming words which has total different meaning,in order to set an example for his friend.

Lemme tell you the clear situation:-
The librarian wrote the speech and that student had to deliver it. However, the main lead switched some words by offering him help to deliver the speech letter to that guy. The librarian agreed and asked the main lead to send it to that guy as he was busy with other stuff. The twist here is:- Even after the words were switched, that guy couldn't tell the difference as he was bad at that language. He just wanted to expand his horizon and maybe be on the good side of the teachers so decided to deliver this important speech himself. However, you know what he did here🤣🤣 he really didn't know he was speaking rubbish.
The translation is wrong. Politically correcting the dialogue has removed the actual effect of the scene. Suggesting you to find the video with real translation.

He doesn't know what he is saying, " the actual message tried to convey through this scene is that, What happens when u just learn things blindly without understanding the true meaning or purpose." This scene truly shows about the indian education system , where we byheart things and dont really understand the concept.

This movie is about education system and the effects of rote learning.
The speaker Chatur is an NRI and doesnt understand hindi, he byhearts the entire speech which is written by the other guy, but the twist in the plot is in the previous scene, the hero (Aamir khan) had changed the speech written by the librarian to the current version - he replaces the actual words with funny n vulgar words to teach him a lesson on how bad rote learning is.

This movie is a full package of comedy , romance , and emotion but most importantly it is an educational movie.
Lucky for Chatur he gave his speech still in 2009, just few years before digital social media booming, most of student still hold low spec smartphone with low res camera even feature phones. When he did it in 2016 or above, sure his inappropriate speech will spread across the country on youtube and will be a digital trace forever... so what he did in 2009 just became a legend for everyone in the hall at the time...

Sorry guys. I don't know who suggests these clips. There are a lot of things lost in translation. Only native speakers can understand this.
I personally suggest you watch the whole movie, you will thoroughly enjoy it, also will understand this scene much better.
I see this movie more than 50 times but this film always like new for me
The real funny part is that this guy doesn't know the language very well so didn't know what he was saying but memorized the entire speech for the sake of delivering it. What makes it funny is that the protagonist used MS word macro to change one or two words here and there so 'served' became 'screwed' and so on.. thus making the speech really funny.
The translation won't do justice. It's word play in Hindi. Not good reaction material for non hindi speakers. Well what do I say... You guys don't react to the best stuff anyways....

Hi guy's in this speech two world were replace with other similar word.
First word is CHAMATKAR which means miracles was replaced with BALATKAR which means screw
And second word is DHAAN which means money was replaced with STAAN which means bosom.

The speech was written in Hindi and the guy who spoke had no idea what it meant. Two of the three friends had translated in Hindi to make fun of him
The speech has a reference of Hindi words "Chamatkar (Miracles) vs Balatkar (Rapist)" and "Dhan (Wealth) vs Stan (Boobs)"
In the speech, Amir Khan interchange few alphabets of these Rhythmic words and the meaning becomes totally reversed, but the one who offers the speech delivers a speech without taking note of what is he offering as he so fond of mugging up the things irrespective of whether he understands it or not and the laughter gets created ....
No translation can do even 1% justice to how this scene is actaully funny in original language.
Actually that guy did not know Hindi, but prepared a speech in Hindi. One of his class mate has replaced a word "Chamatkar" (Splendid) by the word "Balatkar" (Rape). So the meaning was changed dengerously.
The speech he was telling was the word not screw but balatkaar which means rape which rhymes with chamatkar which means magic it was that in hindi

The guy giving speech was grown up in Uganda and had difficulty in Hindi speaking so to impress the dean ND guest he wanted to give his speech in pure dialects of Hindi so Aamir Khan rancho exits his speech nd changes few words in Hindi to words sounding to bosom nd screwing so that's how the comedy it becomes pretty much damn funny.

That guy was giving speech, he didn't know what he was saying, cuz as u can see that speech was in hindi language and that guy is from South Indian state so the authorities gave him pre written speech he just remembered it gave the speech,but actually the hero changed the hindi words with slang hindi words. The guy delivering speech didn't know that within the speech there were some words had been replaced by Chancher. He was a non Hindi speaker, he didn't know Hindi that's because he memorized as it was written in Hindi on the paper.
It was done to teach Raju a lesson that if u memorize things without understanding you'll do the same mistake.
No, the south Indian guy did not know his Hindi or what he was saying (he's from the south, he knows only south Indian languages). The north Indians changed one Hindi word "Chamatkaar" meaning miracle, to "Balatkaar" meaning rape, and they changed "Dhan" meaning wealth to "Stan" meaning boobs -- (whoever translated it used booty for loot which is vaguely synonymous with wealth, but didn't mean booty in the sense Americans use it). The south Indian thought he was praising the professor and the minister, but he ended up insulting them just by two words changed in his speech. For those of us who know Hindi, this is insanely hilarious because of the way "Chamatkaar and Balatkaar rhyme, and Dhan and Stan rhyme. Very often anything translated from one language to another looses its punch. The whole idea of this speech is a lesson to not blindly memorize stuff to get through your life else you may end up an idiot.

The guy delivering the speech didn't know what he was doing. All he did was by heart the words and spill them in front of the audience. The three guys shown in the video, one of them altered the words of the speech and the principle was embarrassed the esteemed guest included.
No he doesn't. Because the thing was that speach was written in "hindi" language. and that guy on the stage didnt knew hindi language that much.. speach was written by one of the professor but just few words were changed by 1 student. If u r convert that conversation in English then words doesn't sound similar but in hindi those words had similarity. For example:"booty" word. The thing was in hindi it was actually written as "than" means money & the other student changed it into "stun" means 'jism' or u can say body or booty as its mentioned in subtitles..
Same way in begining, the Hindi word "chamatkar" got changed into " balatkar".. while speaking in hindi the words Rytham went perfectly with the sentence.. But the meaning of those words in English was "chamatkar means magical" & "balatkar means Rape(not screwing as it mentioned in subtitles).
Jorden got it right. The one giving the speech, aka Silencer, doesn't understand or even try to understand what he studied. He just memorizes it without understanding.
Here, one teacher writes the speech for him in pure Hindi, which silencer doesn't understand. Another student (aamir khan) changes up 2 words before the speech passes hands from the teacher to Silencer. He changes "serve" to "screw" and "funds" to "bosom". Silencer memorizes the whole thing without bothering to understand it as usual and gives the speech.
The last part, the poem on farts is especially funny coz he gets the nickname 'silencer' coz he farts a lot.
You have to see what happened little bit earlier on how his speech was changed and since he doesn’t understand hindi much usually just memorized all what he studies without even understanding anything.

Aamir khan's character had replaced the word 'chamatkaar' meaning miracle to 'balatkaar' meaning "screwed" and the character who made the speech is supposed to be bad in hindi and he doesn't know what he is talking..he just by hearts the speech which was edited by aamir khan and you see what happens next in the video
