I believe that the vocal effect from hats off is done from Robert singing into a hollow body electric guitar. There's an earlier version of the song where you hear him say hold on a second let me try this. I think it was the perfect song to in the album. It was nothing but stolen licks and stolen lyrics. They were paying homage to their Blues heroes. It's the sort of song where you either get it or you don't

I think that's a reference to the Statue of Liberty. Although I suppose it works pretty well as a random reference to most any woman
