The region of Nurpur,Haripur(HimachalPradesh) mentioned in the song are near to Jammu region of Jammu Kashmir. This whole region, though divided by boundaries between states is a cultural continuum. The song is a shared heritage of people of this region :)
I live at Nurpur. I love this song. I think the ancestor Tahira Syed must be belonged to the vicinity of Haripur or Nurpur. The tragic partition of the country compelled many persons to leave their homeland. Very painful. But the word is Katoch not Baloch.

non-literal Translation of the first lines, "slowly, slowly, life passes by, passes by in the cool shades of Haripur, Nurpur oh the Baluch have their provisions" This language is Pahari Dogri; its status is open to huge controversy given the contested nature of Jammu Kashmir State and how this area is imagined by outsiders who want to impose their own identities on the 'Pahari' people who live here. This variety, or dialect has roots in the western Himalayas and is closely related to the neighbouring dialects that include the Pahari of Azad Jammu Kashmir, and the Hindko of Hazara, as the dialect continuums move into Himachal Pradesh. Colonial ethnologists felt that Dogri was a dialect of Panjabi, (eastern Panjabi) and not related to the North Lahndi dialects of Jammu Kashmir, Pothohar Plateau and Hazara Hills. It seems to be transitional between the languages of the hills and plains, even as Amir Khosro, centuries earlier, called it Dogri, to denote an area that spread from Lahore into Kashmir. The people who speak this language, and various dialects, and transitional dialects, are very conscious that they live on hills and mountains and not Plains, however you want to label it, to assign its correct linguistic status. No one knows for sure where to place it, as this area has not been researched like other linguistic areas. It is a beautiful language, that captures a beautiful culture, the 'real' heritage of our forebears, who originate from this part of the world. Sadly it is a language that is dying, as people switch to speak Hindi-Urdu, a fate that also applies to all the dialects of the western Himalayas, and even Panjabi. "When a language dies, it is, as if it never lived".

Agree to you on many points but many people from mountains and hills has migrated to Plains of Jammu punjab and many others parts generation ago but it doesn’t mean that they are less pahari Dogra people.
