Jay never said it straight up but I don't think he ever wanted Dipset on the label because that's ultimately more of the pie to divide up between the team. I think Jay looked at it like they already had State Property as a secondary unit, Beans so they didn't need Killa, Free so they didn't need Jones, and Chris/Neef for the younger fans so they didn't need Santana. Then he made Dynasty compilation a solo album to generate more sales and attention for Beans (he's featured on 8 songs on that album), and with all that The Reason still only went gold. He was never destined to be anything other than a gold artist like a Black Rob or a Shyne, he didn't have star potential like a Cam or a Kanye, hence why those guys had hit singles.

What let me know that beans could’ve been a bigger artist is when he made that song with Pharrell. I don’t think he could’ve been hotter than Jay- Z but I think the blueprint was laid before with biggie as far as a lyrical, smooth, fly heavy set guy that can appeal to everyone. I think Beans had a lot of biggies elements and just needed the right label. Because similarly to Beans, Biggie was a knucklehead too until Puff changed his mentality. Beans was a certified problem in Philly because he had the muscle. He just happened to have the gift of rapping to add on.
I don't think Jay held Beans back, intentionally at least. It was the whole Dipset thing. Jay never said it straight up but I don't think he ever wanted Dipset on the label because that's ultimately more of the pie to divide up between the team. I think Jay looked at it like they already had State Property as a secondary unit, Beans so they didn't need Killa, Free so they didn't need Jones, and Chris/Neef for the younger fans so they didn't need Santana. I give it to Dame, he wanted to do for his Harlem niggas but bringing them on to the Roc was the most significant part of the ultimate downfall of the empire. Far as Cam doing better than Beans, Beans had club and street records but he never had a "Hey Ma" type record. His crossover appeal just wasn't quite on the same level. He was like a Joe Budden type of MC, dope lyricist but was only going to do so much commercially.
