yeah iranian people are not very religious. Most are atheist actually. I think there is a small minority of very religious shia community that rule the country though.
because people think he is either Joking, a Mulla or Arab. Most think he is making a joke unless you are a really religious person you wouldn't greet others like that specially with strong Arabic accent.
