Hydro goblet is better, but HP is only marginally worse since Neuv has some dmg% bonuses from his A4 and Sig weapon. I don’t have an on set Hydro goblet yet, and that HP goblet has some crazy subs so i used it.
He's still really strong at C0, but C1 is a massive QoL cons for him that can lead to a significant DPS and comfort increase. Without it, if you want comfort you might want a shield, 4* options like Layla or Diona are good enough, and he's pretty mobile during CA so you can still strafe away from some attacks. As for the extra stack tbh none of the current 2nd Hydro option perfectly fits what he wants right now (mostly a DMG%/HP buffer or a sub DPS that doesn't need NAs to function), though that might change next patch with a certain someone.

is the c1 absolutely necessary? as a f2p i won't be able to get him and i'm already using zhongli in my team with hutao... idk what to do

I would save that potential c1 for Furina, she will probably be a bigger upgrade for Nuevillette than his c1.
