Last I check (which is long so correct me if I make a mistake) to get the overworld you need to get the game files on Unity and edit them. While modding the base game is not only faster given the UndertaleModTool, but also easier because game maker studio is easy to use. Sorry for the long one

i checked the page for undertale bits and pieces and it requires that you have the steam version of undertale, if you only have an unlicensed copy or the console versions then it won't work

If you are using steam then right click the game and go properties, then click verify and it will re-download the changed or missing files.
