I wouldn't say that. In the intro where she throws the bouquet, when he catches it, he doesn't throw it away, instead he stores it. As a few have stated, the fact he believed the baby pranks could imply that they are at least physically intimate. To me, it looks like he's not fond of showing affection in public spaces, which Mai has no issue with... which is ironic because normally it is the Japanese who aren't keen on public displays of affection unlike in the West, but here, it's the opposite. I guess the shinobi training made Andy more reserved, and the kunoichi training made Mai more open.
