Yakuza 7 reused Kiryu's Kiwami 2 (2019) model because it has higher quality than the Y6 model (2016). Since Kiwami 2 is set in 2006 he's alot younger while Yakuza 6 is set in 2016.

IIRC the normal maps (basically adds detail and depth) of the character textures are super low resolution which makes them look flat and bland.
