well, many of the any% speedruns would actually satisfy nuzlocke conditions if they are beaten deathless. This one is an exception as you actually catch two pokemon on the same route but it would not be that hard to play around this. Ohter than that, playing with the nuzlocke ruleset would essentially just add another reset condition to an already RNG-heavy run so I don't know ...
By doing a "frame perfect manip", he is trying to exploit how Mudkips stats are generated. Instead of getting a completely random Mudkip, he knows exactly when to "pick" Mudkip to get one with good stats. It's all to do with exploiting RNG.
I'm surprised they didn't mention but in Emerald specifically, Rival 2 is different based on whether you fight May or Brendan. Brendan leads with slugma, which is safer to set up on since Wingull (May's lead) can confuse you. So the female protagonist is more consistent for a hard fight. But also in most games with gendered rivals the male rival talks less so even in Emerald being a girl is faster
