You can put the rocking horse in your household inventory and I'm fairly sure you can gift other sims stuff from your household inventory when you go through the "give gift" option as a conversation :) And with the car, I think an adult or teenage sim has to hold a toddler while riding in a car, so Beth can't take her own car when she's out with her child alone.
I HAVE to download these mods for toddlers! Have you heard of the birds and bees mod? It tells you if your sim is pregnant or not and gives them sentiments about having children, and gives them noodles based on it as well! I love the drama it adds to my game☺️

has having kids changed the way you play with families or kids at all? When I started working as a nanny I found I changed the way I treated toddlers and started making them more dependent than the game allows them to be
Yes very much so! It makes me try a lot harder to not just leave babies in their cots 24/7 haha, and with toddlers yes I do tend to let them be rather independent but also realise how demanding they usually are - I wish I could get together with a group of mums and completely design a baby and toddler life stage for a life simulation game!!
