Well I think that may just be because a lot of people don’t feel like tanning/making themselves look darker when they’re naturally paler. Black face was a big issue in the gyaru community, and you don’t have to tan to be gyaru.
That's because in the USA black face (a mocking way of painting yourself black and mocking African stereotypes) is still a lot more relevant than in places like Japan where I think gyaru originated from. It's concidered disrespectful here to over tan sorta:P Hope that helped!!

Gyaru first started off when young girls in the 90s-2000s I believe tanned their skin, dyed their hair, and did heavy makeup and wore bright colors to go against the “ideal woman” japan had at the time, which was dark hair, pale skin, and modest.
