Gondor cannot conscript people here, but they have something like "+2500 weekly manpower" because more Gondorians come through the portal. Give Gondor a strong boost and make the world fight Gondor. Same for Mordor, Mordor and Gondor spawn at the same time, could be like 1 year into the game. Gondor and Mordor also fight each other. Mordor has twice the weekly manpower but way weaker boosts.
