You need to give the perfume soaked letter to the guard. It sets off his allergies and he runs away
Yep... typical that it's the one dialogue option I didn't select with him that gives you the clue to that puzzle!

Huh.... is that by any chance from those guys that made Thimbleweed Park? The Art Style and kind of humor feels kind of similar
Hm, I'm not sure, I think I saw somewhere one of the devs saying it was their first game. I think TP was by some old LucasArts staff, and you can definitely feel where this was influenced by the classic LucasArts games though!

I think it's meant to be around the 1930s...
