Test it on two laptops with the same specs, not the different specs, because the booting times are not only affected by harddrives but also by CPU, RAM.etc

The computer on the right is stuck on a BIOS wait time screen. You need to disable that function to get a proper test and you should also use the same model and spec computer. Because configuration matters as well as BIOS version. Because different bios's can perform differently and be optimized better or worse.

none. there is no suitable graphics card for that price range. Go for a secondhand gtx 1060 for around 6000-6500 INR. Youre not gonna get a decent Graphics card used or new at that price.
You must(not want) upgrade at least to SATA SSD(cost only around 40-60 dollar) to achieve peace of mind using your laptop, no need to be suffering from using slow HDD. If you're already using SSD, something terribly wrong with your laptop, could be faulty SSD or corrupted OS
Mine has HDD and boots up in 6 sec. Lol😅. It actually depends on how many programs are enabled to start on boot process too. If I had SSD it might have taken 3-4 sec only.
For testing comparisons, you should use two of the same model and spec laptop when testing. Otherwise, there's a lot of unanswered questions.

My sata hdd used to take 10 minutes(10 seconds when laptop was new)
Replaced with sata ssd...now its taking roughly 10 seconds to boot up
