You must go underground there you have a door then if you follow that you go furter down then you come in that huge statue where you can look through the eyes there is a file, think that's what you're looking for
I have the character token detector red brick enabled and it's showing me that a character/vehicle is inside that big statue that is under the cable car station facing towards Gotham... Is this a glitch or am I missing something?
I am not sure which race you had trouble completing. The races start around 1:07:10 in the video. These races were all completed on the first try and there was no editing involved. Best of luck finishing them!

On trying triangles it won't let me switch one other the triangles the "white, red, and yellow" one and it's the only one I need to complete it

Hmmm...We did find a few cross-district unlocks. Maybe we missed a couple it was unlocked by a mission in a different district.
