Love the tanks and flying drones lol, I was thinking about this game and city one too in Arkham city penguin had a opportunity to be a military commander he had criminals and ex mercenaries in his gang and a stockpile of weapons assault rifles, shotguns, grenades, high caliber sniper rifle, body armor, riot shields, rocket launchers, grenade launcher, portable jamming devices and big jamming devices , and 12 ft guided rockets to use if he recruited all the few thousand inmates in city and took the other stockpiles in sewers , and across the bay is Arkham asylum where Tyger security helicopter base is with about 4 or 5 dozen armed helicopters if he sent some men there and take out the Tyger guards and take fleet of helicopters and stockpile of weapons he could take over Gotham city just blow a hole in prison wall and escape with his army and weapons and go put mg turrets on vans or SUV with armor on it and have helicopters control the airways over Gotham city and put guided rockets at certain points and have jamming devices around too and build defense checkpoints around city and have his armored vehicles patrol ares and hold positions and he'll have the city to control but sinse batman was busy with Dr strange you play as Nightwing and his cool motorcycle to fight penguin army would make a great dlc to play lol
