And i've personally been in a t-shirt outside for 15 minutes in near -40 celcius, was a bit over -39, and also was a bit chilly after 15 minutes. Really, depending on the place ppl live, of course they'll get hypothermia in -32 if that's about the max that place gets during the winter, i live in the coldest area of finland so i'm more used to that kind of cold.
