Safehouse in LCS and VCS are safe but sometimes not safe because if you save the game with high wanted level, it can't removed. So instead you can save the game twice to remove wanted level.

saving the game removes the wanted level in GTA III and VC also. but after you saved, instead of immediately resuming the game, you need to restart the game and load your last save
