$800 annually is a huge deterrent to me wanting to start a small part time business, but I don't want someone to sue me and take my house either. So. I don't know.
Starting and LLC makes it so people cant sue you and take your house, they can only sue the LLC and take whatever it has, which is nor your personal assets

Can I, and SHOULD I file my LLC in California from here in Iowa or should I file it in Iowa?

Aww I am so glad to hear I was able to be helpful for you during such a hard time - thank you for letting me know :) That's up to you - Iowa likely has lower sales and business taxes than CA, however when you move it would complicate things and you would need to change your LLC formation or file additional documents in CA since CA will require you to hold a seller's permit and other licenses if you have nexus in CA. I would consult a business tax professional to help you make the best decision.

I use market place so the tax are collected from ebay. thank you for helping and you explain well. 2nd Q: can I back date my business registration? I started in feb 2023 and didn't realized ebay will be sending me a 1099 for $600 or more. I only made less than $1000 (after fees) probably $400.

You will still need to have a business license, DBA, zoning clearance for a home business, and will need a sellers permit if you are selling anywhere else.

I'm confused on if you get a virtual office first or file the llc first? If you file the llc it ask for your address. When you try to create a virtual office, it ask you for your business name.
Check if your desired business name is available on the Secretary of states business lookup tool. If it is available, then get your virtual office making sure you get a package that allows you to register it as a business address. Then form your LLC using that name and address.

Is buying a machine part of start up costs and can I use it as a write off if I make the purchase before forming an llc?
It could be deducted as a start up cost however you should consult a CPA for tax Qs

$800 tax is to the California Franchise Tax Board not the IRS, it is a statewide tax.
