As a taxi driver for 20 p.us years i hope these insanely astronomical surcharges don't get drivers killed by people who feel ripped of by this extortion. My city tried this on 2 occasions back in the early 2000s and it cost 3 drivers their lives when drunk people didn't want to pay an extra charge on top of an already expensive meter.
