Mumen Rider is such a good guy, recognizing Saitama as a hero like himself, without judging by the appearance or without even witnessing his strengh like Genos did... quite the opposite of everyone.
*Saitama threw away his praise and recognition he yearned for*
*Just to save this hero association that isn’t giving him the praise and recognition he deserves*
*But the is needed by the citizens for their protection.*
Nothing can’t get more heroic than this.

Have you guys heard of the origin of MUMEN RIDER's name?
MUMEN original is a hero who "KAMEN RIDER 1 / 仮面ライダー1号" debuted on TV on 1971. KAMEN RIDER series has broadcast for 46years. When we Japanese people hear Mumen rider, he is reminiscent of KAMEN RIDER. Also the same as when we saw MUMEN's costume.
btw, "Kamen" means "masked". He wears "Rider belt" and rides the motorcycle called Cyclone. Mumen wears "Rider belt" but rides the bicycle called Justice.

Mumen's meaning
"Mu" means "negative (no無)" before nouns and "Men" means "license" (is an abbreviation of "Menkyo免許").
MUMEN RIDER (無免ライダー) rides a bicycle because doesn't have a motorcycle license.

For the boy, Mumen climbed the tree to take a balloon caught on a branch in episode 4. So he cried out in thanks for that. "You can do it!", "I believe you!"

on th other hand.. if the people in charge would have gave him S-class from start... thenthe publick would not look at him like that... just cuz the written test was bad...
you can´t just give someone a good grade when they didn´t do good enough for it ._.
R.A.F GattaiGuy in IRL, in school for a komplex profession, yeah you have a point, but in this context... Strength wise above any other recorded hero.. even if he is not bright..should have started at least from A or as the worst from S... Cuz... For example English is my 3th language.. in school metric's for foreign language my spoken test is around 92%.. my writen test is barely a C.. how bad i write, dosnt have any affect on my speaking skills... So i could. Go on a tv show and have a conversation about politics, games, movies, ecetera... With an understandable and fluid way... On the other hand i would fail in a job where handwritten documents are mandatory... Also some test are just poorly implemented and dosnt reflects the actual skills.. the current system for example punishes people for the deficiency's they have, instead of helping them to maximize the skills they have... Just saying....
That´s the systems fault entirely, in order to start in a better rank he needs better score, it´s as simple as that :I Even if he´s perfect on a physical level, he still doesn´t know shit about the law, or decision making, or any other skills that a hero needs to be on a higher rank. I know it sucks but then again, it´s not like anything doesn´t suck for him
Deep Sea King was probably weaker than Carnage Kabuto, who was probably weaker than the Titan/Marugori

Genos was no match for Carnage Kabuto only because he was not yet equipped with the upgraded armor.
Genos in his upgraded armor is about evenly matched with the Deep Sea King. So it's hard to compare Kabuto vs. Sea King's relative strength when both fought a completely different strength-level Genos.
Not sure about the Titan either. Not enough evidence to evaluate his strength because all he fought were innocent civilians, and the only hero he fought was Saitama.

When CK punched a clone, they exploded. When DSK in full power mode punched Mumen Rider, nothing much happened. Also, CK is Dragon, not that threat levels matter much as proven by manga. Even DSK started as Tiger.
The titan was only a Demon, however, one swing of his hand destroyed a large portion of a city. A proper level for him would probably be Dragon. I mean, he could just grab DSK and crush him.
Vaccine Man was also Dragon.
These threat levels were taken from One-Punch Man: Hero Perfection.
