I never knew this existed. In high school, my church youth group would spend many hours painting over graffiti behind a grocery store in view of our church. We used old fashion Home Depot paint cans and paint rolls. This product would have saved hundreds of hours of painting. As soon as we would paint over the graffiti, it would be back in a months time. Super annoying.

It's marking an area, letting other gangs know not to sell drugs in that area, so removing it is mostly not so smart as it can lead to gang voilence and shootouts.
Yeah there were some buildings in my area that did that. Then someone went around ruining all the work and did something like 80K in damages in one night. Had another that used acid etching paint (rust remover) on the glass window fronts of a block of businesses and etched the glass doing 100s of thousands in damages. Tar and feathering seems an appropriate modern day punishment, or maybe a debtors prison. They get out after they pay back the damages, and all money must be earned while in prison.

Come to Scotland they let you graffiti the full walls in Glasgow as long as it gets approved and maybe has some meaning to it then you can tag it afterwards. They done this to stop random graffiti appearing everywhere
