He is obviously using the actual Internet address of the tv to go into it. That is how he is finding it even after she changed providers. Each device has an address just like each phone has a phone number. If you know the number someone can switch phones and you can still call them. If you don’t. Change the actual tv it will keep happening.
As an IT professional she has more then likely download an app to her TV or she has given access to her router. I would call a professional cyber team in to figure it out.
