Remove disc pad and clean it with sand paper.
Also try to clean rotor with isopropyl alcohol
Replaced them with hudrulics

No, You can't install fat tyre in normal cycle because the fork needs to be more wider
Means,
If you want to install fat tyre, then you have to change your fork first
U can install fat tyre in some bicycle.....it is known as plus bicycle......
