She attacked hare the first time they met just cuz of a misunderstanding that she disregarded Cecilia's corpse by copying it. But in reality was not. But Mistelin also deserved that attack first ask questions later treatment. Cuz she kept teasing Kira without explaining anything to her. She just kept leading the misunderstanding until Kira Snapped. So i dont know who ill side more on but. They both deserved their separate treatment is what the final judgment i think of 🤔
