Yes, I think part of what Trump is exploiting is the wide and sort of loosely defined limits of presidential power. In the US, the President is both Head of State and Head of Government in the same person - and this is all but unique in modern, democratic, rule-of-law based societies. This double-over make the limits vague if the holder is really trying to press for power.
When parliament (Congress) is also highly polarized and almost evenly split, it becomes more or less unable to act as a proper counterweight to the whims of the President - but Trump is clearly trying to reduce Congress to just an obedient bunch of servants expediting his wishes.
