Not exclusively blood moon circlet. There are 6 which will do the mist-step combo. Like that skull one you've got (3rd in the inventory list) or the Sun (3rd counting from the end of the list). Easiest one to get is the skull since you buy it from the horned rooted dude in Area_1 of Yaesha.
2024 doesn't work on console (well ps5 anyhow)
