This year 2024 Rules: Daily limit is 10 pounds. Harvesters may use handheld dipnets only. It is unlawful to harvest smelt from a vessel.
Smelt-dipping will return to the banks of the Cowlitz River as the Washington Department of Fish and Wildlife (WDFW) has approved a one-day recreational fishery on Thursday, Feb. 15.
During the limited opener, a designated portion of the Cowlitz River in Southwest Washington will be open for recreational dip-netting from 8 a.m. to 1 p.m. for one day only.

I remember when I was 5 or 6 years old, my family would dip smelt in bellingham Washington Bay. They were so good when my grandmother would cook them up. So sad there is no runs in the bay .

I think it was in Kelso and there's a park next to river
