Old Japanese locomotives have whistles, not just diesels. Other examples include EF64/65/66/81 electric locomives of JR Freight. Also its not a Japan-only thing, in the ex-USSR diesel and electric locomotives (TEM2, TEP70, VL10/80, ČS7/8) have whistles besides an air horn aswell.
