This is very correct. Sometimes, players who dont know who to prioritize when engaging in a team fight sucks really bad for the entire game. If you are a mage user, you must choose your target wisely. You cant go to a team fight without a single plan in mind. A good mage user has the ability to look at the items, which of the enemy heroes doesn't have much of a magic def item, and burst them first unless the situation calls otherwise (e.i. defending the main tower or inhibitor turrets). No matter how good the AOE of your hero is, it is better to maximize them to kill a priority enemy hero than waste it to a team fight led by a very tanky enemy

Thank you! That depends on the playstyle. Arcane boots give higher damage while Magic Shoes give (CDR) cooldown reduction. I prefer Magic Shoes to have higher CDR cos that suits my playstyle.
