Those individuals are armed with concealed semi-auto sidearms and some of them carry fully automatic PDW/Short Barrel Rifle style weapons. The vehicles are bullet proofed as well. The only reliable way to hit a UN convoy on the street is a bomb under a manhole cover along the route, which is also nearly impossible as the sewers along the route are monitored by cameras and sometimes by physical patrols if warrented.

None of these are from precincts, so it’s not an issue. It’s a surge event with lots of specialized units. About half the vehicles seen here were Secret Service anyway, as they provide most of the security for foreign dignitaries.

I chatted with the agents extensively and saw their credentials. They were based in Brooklyn. I even know the address. Yes, the DSS does protection for dignitaries, but so does the Secret Service.

They’re not running “code 3” and they’re not on their own. It’s purely rented vehicles with a siren added for a bit of extra visibility. The NYPD rents hundreds of cars for the UNGA every year.
Can we Standardize this issue? In California, it is fairly clear. A very bright steady burning red light requires you to pull over to the right and stop. If I even have an entire "Christmas Tree" of lights behind me without that steady burning red light, I will not stop....And be within my Legal Rights.
What issue? California is the only state that uses steady red lights. Peace officers may use flashing blue lights. Other states have other laws. No one has issues with this. 50 states = 50 laws. Federal laws are separate as well.

Not worth it. High value targets are protected far better and low value targets would still be difficult, for no payoff. It’s why it hasn’t happened.
